2nd teeth coming in but not pushing 1st teeth out (baby tooth)

Answer:  
This situation is usually one that needs to be reviewed by a dentist. If the tooth in question is the front lower teeth of a 5-6 year old, it is normal for the permanent tooth to start growing from the back of the primary tooth gradually pushing it out.
